Deputy Judge Executive
The County Judge/Executive of any county may appoint a Deputy County Judge/Executive who shall serve at his/her pleasure. The Deputy County Judge/Executive may exercise all administrative powers, duties, and responsibilities of the County Judge/Executive in his/her absence. The Deputy County Judge/Executive may also represent the County Judge Executive at any meeting or activity that he/she gives direction to do so. The only two duties of the County Judge/Executive that the Deputy County Judge/Executive may not exercise is presiding over meetings of the Fiscal Court, and performing marriage ceremonies.
On February 22, 1988, Gayle Horn was appointed as Deputy County Judge/Executive by Mercer County Judge/Executive I. C. James III. She has served as Deputy County Judge/Executive for each of the succeeding Judges as follows: Judge Gerald Sheperson, Judge Kenneth Kirkland, Judge Charlie McGinnis, and the present Mercer County Judge/Executive John D. Trisler.
Gayle feels that her many years of experience in county government and her working knowledge of all aspects of the responsibilities in the office of the County Judge/Executive qualifies and equips her to serve in this position.
